I think she may be laughing at the standard joke that moms enjoy the peace and quiet of getting the kids out of the house and into school to be “babysat.” When the kids are home all day it’s constant chaos and noise and the mom gets no rest. School! Sweet relief. Ha ha ha.

Her bizarre laughing at inapproprite times should have prevented her from having any kind of career in law enforcement or politics. I don’t find her to be a serious professional person in any respect. She is trying too hard to be relatable.
